Apple seeded public testers the second beta for iOS 13.3 eight days ago. That update mainly added stability patches to iOS as a whole, as did the public releases of iOS 13.2.2 and iOS 13.2.3. Now, following the release of iOS 13.3 developer beta 3 earlier today, Apple seeded the same beta to public testers.
If you’ve been in the beta game long, you likely know that Apple releases the developer version of its betas first, with the public version second. So this public beta is identical to the developer beta, meaning you aren’t missing out on any features or changes by being a public tester.

That said, you wouldn’t be missing much by not downloading this beta, either. Public beta 3 doesn’t introduce any obvious features or changes to the mix, likely containing stability patches at most. Public beta 2 was much of the same, with public beta 1 being the only one to really bring anything new to the table. The subsequent betas appear to be following in 13.2.2 and 13.2.3’s footsteps, patching bugs and fixing issues with overall iOS performance.
Interestingly, the release notes for iOS 13.3 public beta 3 are identical to beta 2’s notes.

Overview

Networking – New Features
- Certain top-level domains (TLDs) such as .dev and .app are now in the Foundation URLSession and NSURLConnection HTTP Strict Transport Security (HSTS) preload list. An app which uses URLSession to visit a matching URL will always navigate to the URL as https://, and never as cleartext http://. Safari – New Features
- Now supports NFC, USB, and Lightning FIDO2-compliant security keys in Safari, SFSafariViewController, and ASWebAuthenticationSession using the WebAuthn standard, on devices with the necessary hardware capabilities.
To download and install iOS 13.3 public beta 3, sign up through Apple’s beta site, download and install the configuration profile, then update over the air. If you already have the profile, go to Settings –> General –> Software Update to begin the installation of the latest beta build, or you can wait until it installs automatically if “Automatic Updates” is enabled.
